GitHub, approving action types once

GitHub adds Always approve: when approving a GitHub action, the person can choose Always approve for that action type, if their role and the organization allow it.

It’s the same ceiling as Organization → Capabilities, in the Allow “Always approve” for connector actions row. You see it on the chat’s approval card.
